#ActonClimate "Decline in #Biodiversity Threatens Ecological Network Hubs" #OELEWEGH

Quote; "An international team of scientists has issued a warning that biodiversity is dropping below safe levels for the support and wellbeing of human societies.

As a species we are inextricably connected with the processes of our local ecosystems, such as crop pollination, waste decomposition and regulation of the carbon cycle.
These ecosystems depend on the biological diversity within them to function.
The planetary boundaries framework updated in 2015 states that losing more than 10% of the biodiversity in an area places the local ecosystem at risk.
A report in Science this week states that 58% of the world's land coverage already falls below this safe level. They find that the global average of biodiversity has dropped to 85% of that of unaffected ecosystems.

Ascertaining the level of biodiversity loss that an ecosystem can endure is not straightforward and will be dependent upon individual ecosystems. Therefore a definitive level of 10% loss must be taken with caution.
Co-author Prof Andy Purvis, from Imperial College London and the Natural History Museum, explained: "Once we're the wrong side of the boundary it doesn't mean everything goes wrong immediately, but there is a markedly higher risk that things will go badly wrong."
Trying to further refine the "safe" value of 10% also produces risk, by increasing the value and allowing even further degradation of ecosystems irreversible damage could occur.
Adding credibility to the report, Owen Lewis, professor of ecology at Oxford University, who was independent of the research, told the BBC: "This is definitely a situation where the precautionary principle needs to be applied: we can't afford to wait to see the long-term consequences of degradation of natural ecosystems."

The team explained that we are now approaching a situation where human intervention may be needed to sustain ecosystem functions. With levels of biodiversity loss so high, if left unchecked, they could undermine efforts towards long-term sustainable development" Go to: http://www.bbc.co.uk/news/science-environment-36805227

Quote;  "The variety of animals and plants has fallen to dangerous levels across more than half of the world’s landmass due to humanity destroying habitats to use as farmland, scientists have estimated.
The unchecked loss of biodiversity is akin to playing ecological roulette and will set back efforts to bring people out of poverty in the long term, they warned.
Analysing 1.8m records from 39,123 sites across Earth, the international study found that a measure of the intactness of biodiversity at sites has fallen below a safety limit across 58.1% of the world’s land.
Under a proposal put forward by experts last year, a site losing more than 10% of its biodiversity is considered to have passed a precautionary threshold, beyond which the ecosystem’s ability to function could be compromised.

“It’s worrying that land use has already pushed biodiversity below the level proposed as a safe limit,” said Prof Andy Purvis, of the Natural History Museum, and one of the authors. “Until and unless we can bring biodiversity back up, we’re playing ecological roulette.”
Researchers said the study, published in the journal Science on Thursday, was the most comprehensive examination yet of biodiversity loss. The decline is not just bad news for the species but in the long term could spell problems for human health and economies.
“If ecosystem functions don’t continue, then yes it affects the ability of agriculture to sustain human populations and we simply don’t know at which point that will be reached,” said Dr Tim Newbold, lead author of the work and a research associate at University College London. “We are entering the zone of uncertainty.”
He added that while to an extent people could use technological solutions to replicate the functions of nature, such as pollinators, there were limits to how much humans could compensate for the loss of species.
“Such widespread transgression of safe limits suggests that biodiversity loss, if unchecked, will undermine efforts toward long-term sustainable development,” the paper said.
Dr Tom Oliver, who was not involved in the study, wrote in a separate commentary in Science that: “It is a tricky problem to say how much biodiversity loss is too much. However, we can be certain that inaction commits us to a future with substantial costs to human wellbeing.”
The study found that different types of habitat had lost more biodiversity where they were biomes that humans lived in, such as grasslands. Tundra and boreal forests, by contrast, were the least affected. The biggest cause of natural habitats being changed was due to agriculture, rather than urbanisation." #WiFi #ClimateChange #Arafel "Peering Through the Clouds of Unknowing"

This sucks!

Quote; "Senior managers at the National Toxicology Program (NTP) released the preliminary results of their cell phone radiation study late last week. They were so concerned about the elevated rates of two types of cancer among exposed rats that they felt an immediate public alert was warranted. They considered it unwise to wait for the results to wend their way into a journal sometime next year. Not surprisingly, the NTP report generated worldwide media attention.
There were some startling reactions. Both the American Cancer Society (ACS) and Consumers Reports immediately shelved their long-held, wait-and-see positions. In a statement issued soon after the NTP’s press conference, Otis Brawley, ACS’ chief medical officer, said the NTP results mark a “paradigm shift in our understanding of radiation and cancer risk.” He called the NTP report “good science.”
Consumer Reports said that the new study was “groundbreaking” and encouraged people to take simple precautions to limit their exposures.
However, much of the mainstream media saw it very differently. This was apparent at last Friday’s news briefing where the skepticism among reporters was palpable. The Washington Post ran its story under the headline, “Do Cell Phones Cause Cancer? Don’t Believe the Hype.”
One question on many people’s minds was why, if cell phones cause cancer, there hasn’t been an uptick in the incidence of brain tumors in the American population. For instance, Gina Kolata, a science reporter at the New York Times, gave the NTP study zero credibility. In a short video accompanying the Times’ news story, Kolata said that there is “overwhelming evidence” that cell phones do not lead to cancer. “Despite the explosion of cell phone use,” she said, “it looks like the incidence of brain cancer has remained pretty much rock steady since 1992.” The “bottom line,” she concluded, is that, “You can use a cell phone without worrying.”

There’s More Than One Type of Brain Tumor
The issue of whether brain tumor rates are static or rising is more complicated than Kolata would have us believe. It’s true that the overall incidence of brain tumors has not been changing much, but a different picture emerges if one looks, carefully, at the data.
The histogram below helps tell the story. It’s based on brain tumor data from The Netherlands. The black segment of each column tracks the incidence of glioblastoma multiforme (GBM), the most aggressive and deadly type of brain tumors. While the total incidence of all types of brain tumors in The Netherlands rose at the rate of only about 0.7% per year, the increase in GBM was about 3.1% per year —that is, the incidence more than doubled over the period 1989-2010. (Follow the thin red line we superimposed on the histogram to track the trend.) This is a statistically significant increase. At the same time, the rate of all the other types of brain tumors went down; these changes are also significant. The higher incidence of GBMs is being masked by the lower rates of the other types of brain cancer.

GBMs Are Also Rising in the U.S.
A similar trend is occurring in the U.S., according to a team from the University of Southern California Medical School in Los Angeles. The USC researchers looked at the incidence of brain tumors in three “major cancer registries” over a 15-year period (1992-2006). In a paper published in 2012, they reported that GBMs had gone up while the other types had gone down. The study showed “decreased rates of primary brain tumors in all sites with the notable exception of increased incidence of GBM in the frontal lobes, temporal lobes and cerebellum.”
The increase in GBMs in the temporal lobe (the region of the brain closest to the ear and potentially to a phone) was seen in all three registries, ranging from approximately 1.3% to 2.3% per year, a finding that is statistically significant.
Some anecdotal evidence from Denmark also supports a rising incidence of GBMs. Back in 2012, the Danish Cancer Society reported a spike in GBMs. The Society quoted a neuro-oncologist at Copenhagen University Hospital as saying this was a “frightening development.” There wasn’t much of a follow-up other than the society’s removal of the news advisory from its website. (See our “Something Rotten in Denmark.”)

Cell Phones Linked to GBMs
Perhaps, the increasing rate of GBMs seen in the U.S., The Netherlands and Denmark is due to some unknown factor. But, whatever may be going on, GBMs are on the rise.
While most cell phone epidemiological studies do not break out the risks for different types of brain tumors, Lennart Hardell of Örebro University Hospital in Sweden has done so. “We have consistently found an increased risk for high-grade glioma, including the most malignant type, glioblastoma multiforme grade IV [GBM], and use of wireless phones,” he told Medscape earlier this month. Hardell’s epidemiological studies were instrumental in IARC’s decision to classify RF radiation as a possible carcinogen.
In an e-mail exchange with Microwave News, Hardell confirmed the Medscape quote. He added that he has also found that, in an analysis of 1,678, patients with GBMs in Sweden, those who used wireless phones had shorter survival times.

How Big Were the Increases in Tumors in the NTP Study?
Another media skeptic, Seth Borenstein, a reporter at the Associated Press, posted a video in which he called the increase in cancer in the rats “very slight” and therefore the cancer risk “very small.”
This is in line with the report the NTP posted online last week in which it called the incidence of tumors “low.” But some observers think the cancer rates among the rats are in fact higher than the NTP is saying.
At the press conference, Joel Moskowitz of the University of California, Berkeley, School of Public Health pointed out that a number of the exposed animals, but none of the control rats, developed abnormally high cell growth rates —hyperplasia— in the same type of glial and Schwann cells where tumors developed in other animals. (An audio recording of the press briefing is available here.)
Moskowitz calls the hyperplasia cells “precancerous,” as does John Bucher, the associate director of the NTP, who released the study on Friday. It is commonly believed that hyperplasias will likely later turn into malignant tumors. Moskowitz estimates that while the NTP found tumors in 5.5% of the exposed male rats at the end of the experiment, when those with hyperplasia are included, the rate goes up to 8.5%. “That’s a remarkable finding,” he told Microwave News.
“I totally agree with Joel,” commented Ron Melnick, who led the team that designed the NTP study. “He has a valid argument.” Melnick also pointed out that, “The study had low power and was more likely to show no effect. The fact that it did makes the results more compelling.”
If the exposures had continued for longer than two years, the results may have been clearer. During the study planning phase, Melnick argued for running the experiment for at least another couple of months. If he had prevailed, the status of the hyperplasias would have been clearer. He was overruled.
“It might be that extending the observation until the rats die, tumors could arise from some of the observed hyperplasias,” said Fiorella Belpoggi of the Ramazzini Institute in Bologna, Italy, where she is the director of research and the head of pathology. “But,” she added, “the NTP results are indeed sufficient for considering cell phone radiofrequency radiation as carcinogens.”
Belpoggi and her colleague Morando Soffritti recently released their own large animal study which showed that another type of non-ionizing radiation, ELF EMFs, can promote cancer. They are also in the midst of their own large RF animal study, but it has been delayed by a shortage of funds." Quote; "Effect of radio-frequency radiation from Wi-Fi devices on mercury release from amalgam restorations

Background

Dental amalgam is composed of approximately 50% elemental mercury. Despite concerns over the toxicity of mercury, amalgam is still the most widely used restorative material. Wi-Fi is a rapidly using local area wireless computer networking technology. To the best of our knowledge, this is the first study that evaluates the effect of exposure to Wi-Fi signals on mercury release from amalgam restorations.

Methods

Standard class V cavities were prepared on the buccal surfaces of 20 non-carious extracted human premolars. The teeth were randomly divided into 2 groups (n = 10). The control group was stored in non-environment. The specimens in the experimental groups were exposed to a radiofrequency radiation emitted from standard Wi Fi devices at 2.4 GHz for 20 min. The distance between the Wi-Fi router and samples was 30 cm and the router was exchanging data with a laptop computer that was placed 20 m away from the router.
The concentration of mercury in the artificial saliva in the groups was evaluated by using a cold-vapor atomic absorption Mercury Analyzer System. The independent t test was used to evaluate any significant differences in mercury release between the two groups.

Results

The mean (±SD) concentration of mercury in the artificial saliva of the Wi-Fi exposed teeth samples was 0.056 ± .025 mg/L, while it was only 0.026 ± .008 mg/L in the non-exposed control samples. This difference was statistically significant (P =0.009).

Conclusion

Exposure of patients with amalgam restorations to radiofrequency radiation emitted from conventional Wi-Fi devices can increase mercury release from amalgam restorations." Go to: http://link.springer.com/article/10.1186/s40201-016-0253-z

Quote; "“The data shows major reorganization of the cloud system… I consider this as the most singular of all the things that we have found, because many of us had been thinking the cloud changes might help us out, by having a strong feedback which is going the other way instead of amplifying it.”climate scientist Veerabhadran Ramanathan
“Our results suggest that radiative forcing by a combination of anthropogenic greenhouse gases and volcanic aerosol has produced observed cloud changes during the past several decades that exert positive feedbacks on the climate system. We expect that increasing greenhouse gases will cause these cloud trends to continue in the future, unless offset by unpredictable large volcanic eruptions.”Evidence for Climate Change in the Cloud Satellite Record (emphasis added).

Scientists now have a satellite record of cloud behavior over the past few decades. What they’ve found is that, in response to Earth warming, cloud tops are rising even as clouds are forming at higher altitudes. This traps even more heat at the Earth’s surface. In addition, storms are moving north toward the poles, which means more sunlight hits the temperate regions near 40 degrees latitude both in the Northern and Southern Hemispheres. This northward movement of storms also causes the Earth to warm more rapidly. In the past, scientists had hoped that changes in clouds would shelter the Earth from some of the greenhouse gas warming caused by fossil fuel emissions. What we are finding now is that the opposite is true. The way clouds change as the Earth warms appears to be increasing the intensity of greenhouse gas warming.

Sowing the Clouds With Doubt, Denial and False Hope

Will the impacts of human-caused climate change be as bad or even worse than we feared? Will the Earth warm as rapidly or more rapidly than climate models suggest?
These are critical questions. Ones that revolve around the issue of how sensitive the Earth is to the added heat build-up initiated by a large and growing pulse of human-emitted greenhouse gasses. One whose answer will have lasting consequences for all those currently alive today and for many of the generations to follow. For if the answer to this question is yes, then we have responded too slowly to what is now a swiftly worsening global climate crisis (and, according to a new observational study, that answer appears to be, with growing certainty, YES).

(A new study has found that human forced warming drives the storm track toward the poles. This increases drought risk for places like the US Southwest. It is also a part of a larger cloud feedback that is found to have caused the Earth to warm more rapidly. Image source: LANCE MODIS.) In relation to these questions is a noted relevant scientific uncertainty over the behavior of clouds in response to warming. Mainstream science has long produced state of the art climate models showing that changes in clouds due to Earth’s warming was likely a heat-enhancing (positive) feedback overall. And paleoclimate studies have tended to support the kinds of Earth System sensitivity to heat forcing that would result. But due to the fact that cloud behavior is difficult to model (and confirm through observation), there was a decent level of uncertainty in the science over the issue. And it is this seeming gap in our physical understanding that has spurred a big controversy circulating among climate change skeptics/deniers and the mainstream scientific community.
On the deniers side are people like Judith Curry, Roy Spencer, Richard Lindzen, and Anthony Watts (and their fossil fuel backers) who have broadly asserted that clouds respond to warming in a way that alleviates some of the added heat. The group also claimed that the cooling impact of clouds (negative feedback) was strong enough to reduce the Earth’s overall sensitivity to human greenhouse gas forcing to significantly less than the widely accepted 3 C Equilibrium Climate Sensitivity range (ECS — or about a 3 C warming over an approximate 100 year period for each doubling of CO2, or approximately double that warming over the long term). On the other side are the mainstream scientific heavy weights — including notables like NASA GISS’s Gavin Schmidt and Michael Mann of Hockey Stick notoriety — along with a large and growing body of studies producing evidence to support the cloud model essays.
The upshot has produced what could best be called a debate enabled to sow doubt (climate skeptics/deniers tend to receive funding from fossil fuel think tanks and other political bodies, which is a marked and glaring conflict of interest) between actual science and what might well be characterized as an intentionally misleading industry PR campaign.

Climate change gallup serious threat

(Climate change is a very serious threat. It threatens the existence of coastal communities like Miami, Norfolk, and New York City, it’s putting the US Southwest into an increasingly dangerous drought and water shortage situation, it’s driving vector driven illnesses like Zika out of their tropical zones, it’s threatening the stability of global food supplies, it’s forcing mass migration on a scale worse than warfare and conflict, and it’s pumping up the intensity of the most extreme weather events. Despite glaringly obvious trends revealing worsening climate states, just 41 percent of the American public views climate change as a serious threat. This is in large part due to confusion sown by climate change skeptics and deniers. Image source: Gallup.)
Wrapped up by this doubt-sowing were a number of scientists who simply seemed to hope that something (even changes in clouds) would give humankind enough time to make the tough policy choices needed to respond to human-forced warming. This group included a number of well-intending individual scientists who simply appeared unwilling to unequivocally accept the stark implications coming from the model assessments and from the paleoclimate proxy data.
Unfortunately, uncertain understanding of how clouds respond to warming has served either as false comfort or fed into yet one more climate change skeptic/denier based doubt-sowing delaying tactic for much-needed global policy action on climate change.

High Clouds, Middle Latitude Drying Enhance Human-Forced Warming

Now, a new observational study headed by Joel Norris has helped to clear up some of this uncertainty. The study used satellite based observation of cloud behavior over the past 25 years to confirm that alterations in Earth’s cloud  cover is producing an amplifying feedback to human caused climate change. In other words, the heat provided by human fossil fuel emissions is forcing the clouds to respond in ways that warm the Earth even faster.
At issue are two big mechanisms. The first is that warming up the Earth’s atmosphere is observed to be forcing the storm tracks toward the poles. This pole-ward movement is resulting in less overall cloud cover for the middle latitudes. Less cloud cover in this region reduces the coverage of bright, reflective clouds which, in turn, generates a loss of Earth reflectivity (albedo). As a result, more of the sun’s rays enter the Earth’s lower atmosphere in this zone which causes the atmosphere to heat up.
The second big cloud feedback mechanism was an observed increase in upper level cloud formation. This is important because high level clouds act as a blanket, trapping more of the Sun’s heat in the atmosphere. What the study found was that cloud tops were both rising even as the number of clouds at higher altitudes was increasing.

All Cloud Trend

(Higher cloud tops and less cloud cover in the middle latitudes means that the Earth warms faster due to human greenhouse gas emissions. In addition, a poleward movement of the storm track facilitates drying across many continental regions including Brazil, the US Southwest, Europe, and parts of Africa, Asia, and Australia. Image source: Evidence for Climate Change in the Cloud Satellite Record.)
This combination resulted in an observed increase in radiative forcing on the order of 0.39 Watts per meter squared. That’s about a 12 percent increase above and beyond the base additional greenhouse gas forcing currently provided by human beings. In other words, the way clouds respond to human greenhouse gas emissions caused the world to warm up even faster.
In addition to these changes that add heat to the Earth System, there is one noted significant knock-on effect. Loss of clouds in the middle latitudes results in less rainfall for places like the Amazon Rainforest, the US Southwest, and large parts of Europe, Africa, Asia, and Australia. In this way, shifting storm tracks are an enabler not only to amplified global warming, but also to the increasingly prevalent and severe droughts and wildfires that we are now seeing in many of the most highly populated parts of the world." #ChilcotReport "Chilcot's Blind Spot for Oil Concerns" #IraqWar #NATO

Quote; "Chilcot takes at face value the Blair government’s claim that the motive was to address Iraq’s weapons of mass destruction, and limits its criticism to mistakes in the intelligence on WMD, and on insufficient administrative and military planning. He shows a remarkable lack of curiosity about the political factors behind the move to war, especially given the weakness (even at the time) of the WMD case.
Chilcot takes at face value the Blair government’s claim that the motive was to address Iraq’s weapons of mass destruction.
Most important of these is oil. Buried in deep in volume 9 of the 2.6 million-word report, Chilcot refers to government documents that explicitly state the oil objective, and outlining how Britain pursued that objective throughout the occupation. But he does not consider this evidence in his analysis or conclusions. Oil considerations do not even appear in the report’s 150-page summary.
To many people around the world, it was obvious that oil was a central issue, as Iraq itself had nearly a tenth of the world’s oil reserves, and together with its neighbouring countries nearly two thirds. There was a clear public interest in understanding how that affected UK decisions. Chilcot failed to explore it.
Section 10.3 of the report, in volume 9, records that senior government officials met secretly with BP and Shell on at several occasions (denied at the time) to discuss their commercial interests in obtaining contracts. Chilcot did not release the minutes, but we had obtained them under the Freedom of Information Act: they are posted here. In unusually expressive terms for a civil service write-up, one of the meeting’s minutes began, “Iraq is the big oil prospect. BP are desperate to get in there” (emphasis in original).
Also in that section, Chilcot includes references to several pre-war documents identifying a British objective of using Iraqi oil to boost Britain’s own energy supplies. For example, a February 2002 Cabinet Office paper stated that the UK’s Iraq policy falls “within our objectives of preserving peace and stability in the Gulf and ensuring energy security”. A Foreign Office strategy paper in May 2003, which Chilcot didn’t include, was even more explicit: "The future shape of the Iraqi oil industry will affect oil markets, and the functioning of OPEC, in both of which we have a vital interest".
During the direct occupation of 2003-4, the UK consistently pushed oil policy towards the longer-term issue of privatisation, rather than the immediate rebuilding of the war-damaged infrastructure." Go to: http://linkis.com/u6dQF For full article.

Where ARE The Liberals? #Brexit #EUReferendum

..hiding under a stone with the Schumachians? Was it seriously beyond the wit of man or woman to point out the environmental consequences of our exit from The European Union, the decades of work put in by our MEPs on our behalf or the ongoing campaigns and issues which have penetrated so deeply into our body politic? The younger generation aren't stupid but without being given sensible direction and advice from ours they are as easily lead as we! The trouble Mr.Corbyn with your much vaunted (and laudable), opposition to "Austerity" (and your closet "dislike of a Yiddish nature"), is that you lead a party full of people who (like yourself), are more interested in getting in to power than they are the methodology by which this may be achieved. The utterly poisonous relationship between the Labour Party and The Crown over The Scottish Problem should prompt them to slide under a stone themselves at this time but it hasn't, there is an arrogance born of self-righteousness that is just as toxic as that born of greed (often recognised by the greedy and then manipulated for their own purposes), that is exemplified by Mr.Corbyn's compromised republican stance.
Surely our Green Party have also fallen down in their responsibility to properly brief the electorate? It is far from difficult to fully and clearly state the case that The European Union and Britain's membership of it are vital to the co-ordination and furtherance of all the international agreements and actions designed to protect the global environment for future generations. I've dealt with the issues of Nato-isation and American influence in many of my other posts suffice to say here that it doesn't take a genius to Marshall ones forces in this regard either (now that is a can of worms, as a bit of fun try searching "Marshall Plan" E.R.P* "The European Recovery Program" -esp. socio/political analysis of-, and watch what squirts out "in all directions", funny how the motor industries of both Germany and Japan appear to be bent -coincidence perhaps are they all that bad now?-).

#Yemen

Quote; "16 February 2016 – With a human catastrophe unfolding in Yemen, the Security Council and the international community must urge the parties to the conflict to ensure unconditional and sustained humanitarian access to all parts of the country, and take greater measures to protect civilians, the top United Nations emergency relief official said today*.
In a briefing to the 15-nation Council, Stephen O’Brien, the UN Under-Secretary-General for Humanitarian Affairs, highlighted the extraordinarily difficult and dangerous circumstances across the country to deliver assistance to millions of people in need.
Just this past Sunday, he noted, a Saudi-led coalition airstrike hit a building 200 metres away from a facility that accommodates UN and diplomatic personnel, he said.
“The parties to the conflict have a duty of care in the conduct of military operations to protect all civilian persons and objects, including humanitarian and health care workers and facilities, against attack,” Mr. O’Brien said, reminding all parties of their obligations under international humanitarian law to facilitate humanitarian access to all areas of Yemen.
He said more than 1.8 million children have been out of school since mid-March 2015, bringing the total number to more than 3.4 million, when combined with pre-crisis figures. Over 1,170 schools are now unfit for use due to conflict-related damage, presence of displaced people, or occupation by armed groups. Water infrastructure serving at least 900,000 people has been either damaged or destroyed by airstrikes, artillery and rockets.
Recent communication received from Saudi Arabia regarding the safety of humanitarian workers in al-Houthi-controlled areas has impacted the humanitarian community’s planning, causing delays to important missions over the past two weeks, he noted. This followed the denial of entry to Saudi Arabia on 17 January of the regional humanitarian coordinator.
On 11 February, a vessel chartered by the World Food Programme (WFP) , traveling from Djibouti with a scheduled and approved stop in the Yemen port of Hodeidah, was diverted by coalition forces to the Saudi port of Jizan*, " ...
"In two days’ time, the 2016 Yemen Humanitarian Response Plan will be launched in Geneva, asking for $1.8 billion to address the most critical and prioritized needs across all governorates in the country, including food assistance for nearly nine million people; water and sanitation support for 7.4 million people; urgent health support for 10.6 million people; and emergency interventions to mitigate growing and severe malnutrition rates*" http://www.un.org/apps/news/story.asp?NewsID=53244#.V4fDjE_ooyH

Quote; "21 June 2016 – The United Nations–supported Yemeni peace talks under way in Kuwait have progressed “slowly, yet constructively,” over the last two months, with agreement still to be reached on the sequencing of the various steps proposed, including the timing of establishing a national unity government, the UN envoy for the country said today.
“In short, the general atmosphere continues to be positive although difficulties remain which need to be addressed,” Ismail Ould Cheikh Ahmed, UN Special Envoy for Yemen, told the Security Council via video link.
Over the previous period of the talks, the parties unanimously agreed on the necessity of reaching a peaceful solution to put an end to the conflict in Yemen, he noted. A number of prisoners and detainees, including children, have been released. The cessation of hostilities has allowed humanitarian aid to reach areas that were previously not accessible.
The participants have discussed the most delicate issues, including military withdrawals, security arrangements and the handover of weapons, sensitive political issues and ways to improve the economic and humanitarian situation, as well as the release of prisoners and detainees, he said.
After intense talks with both parties, the envoy has presented a roadmap outlining a practical plan to end the conflict in Yemen. It provides for implementation of the security arrangements specified in Security Council resolution 2216 (2015) and the establishment of a national unity government that would ensure the delivery of basic services and address the recovery of the Yemeni economy.
According to the proposed roadmap, the national unity government would also be responsible for preparing a political dialogue to define the remaining steps for a comprehensive political solution, including the electoral law, the mandate of the institutions, which would oversee the transition period and the completion of the draft constitution." http://www.un.org/apps/news/story.asp?NewsID=54282#.V4fEjE_ooyF

#Brexit #NATO Consequences

Quote; "Jens Stoltenberg, Nato’s chief, told the organisation’s biennial summit, which was overshadowed by uncertainty about Brexit, that “we face a range of unprecedented dangers.”

“Our security is interconnected,” he told the meeting in Warsaw. “Together we are a formidable team.”
Against a backdrop of diffuse but growing security challenges such as terrorism, cyber attacks and Russian political subversion, plans for greater co-operation between Nato and Europe have been under development for months. But they have taken on added urgency in the wake of the UK’s decision last month to leave the EU.
Britain is Europe’s biggest defence spender and its most influential intermediary when it comes to articulating the alliance’s more Atlanticist — and hawkish — line on matters of security and deterrence.
Nato’s agenda on Friday focused on a new package of measures to counter Russian aggression and help staunch the migrant crisis in the Mediterranean. But it was dominated by public declarations of political unity from Nato leaders, as they sought to play down fears of Brexit having weakened, if not holed, Europe’s already creaking security architecture*.
“Our meeting comes … at a critical moment for the European Union,” said Barack Obama, the US president, after meeting EU leaders. “The vote in the United Kingdom to leave the EU has created uncertainty about the future of European integration.”
But Mr Obama dismissed suggestions that this would lead to the “entire edifice” of EU integration to crumble, or damage the transatlantic relationship.
“Let me just say, as is often the case in moments of change, this kind of hyperbole is misplaced,” he said.
In private though, officials from states across the alliance were far more candid about the potentially destabilising impact Brexit may have — a view echoed by Nato observers and security analysts.
“There has been a very definite change of mood in Europe in the wake of the Brexit vote. People are worried about keeping things together,” said Jonathan Eyal, international director of the security think-tank RUSI. “We are hearing everyone say nothing will change as a result of Brexit, but really they know this might be a seminal moment*.https://next.ft.com/content/1fe19570-4521-11e6-9b66-0712b3873ae1

Britain’s exit from the EU, regardless of when and how it will play out, is not good for NATO.

The UK may become particularly unfocused due to a looming perspective of Scotland’s secession and an uncertain future for Northern Ireland. If the economic consequences of Brexit make the new British government backtrack on its 2015 pledge to spare defense from its austerity policy, the situation will become even more complicated*. The Kremlin will not miss a chance to pursue its tactics of divide and rule vis-à-vis the Europeans and will hastily increase its anti-NATO capabilities in Europe.
NATO will need to promptly reenvision its role in the European security architecture. The key concern will be the future of the 2010 Lancaster House treaties anchoring French-British military cooperation. The two countries are the European NATO members with the largest military firepower and the most developed bilateral cooperation in Europe—between politicians, generals, and industrialists. The pair used to be seen as an engine of the EU’s Common Security and Defense Policy, which, without the UK, is now set to become a distant if not impossible dream. NATO’s responsibility for European security will immensely increase in the coming years*.

In itself, Brexit is certainly bad for NATO. One of the most militarily capable and pro-NATO European powers is leaving the EU just at the moment when the union and NATO are starting to work together systematically. The EU’s new global strategy, presented in June, accepts the vital role that NATO plays and recognizes the need for Europe to do more for its own defense if it is to have “a healthy transatlantic partnership with the United States.”
Brexit risks weakening NATO in two ways. First, there are some officials in France and elsewhere who are more interested in Europe’s strategic autonomy than in real defensive capability and will welcome the fact that the UK can no longer obstruct their plans; that would risk a schism in NATO. Second, the UK itself may become more isolationist and less militarily engaged as it struggles with economic and constitutional problems resulting from Brexit.*" http://carnegieeurope.eu/strategiceurope/?fa=64008

Quote; "Pressure is building on Jean-Claude Juncker to resign as President of the European Commission following the UK referendum, with the Czech Republic leading calls for him to “change the habits” of the  executive after last week’s Brexit referendum in the UK.
Juncker is not the “right man for the job” and should resign, Czech Foreign Minister Lubomír Zaorálek said on Monday (27 June).
The Czech minister said someone in the EU institutions should take “responsibility” for last week’s vote by British citizens to leave the EU.
“Right now I can’t see the European Commission chairman as the right man for the job,” Zaorálek told Czech television.*
Commission denies
Asked whether Juncker had decided to resign or not, EU Commission chief spokesperson Margaritis Schinas said the answer was in two letters, and the first one was “N”.
Asked by EurActiv.com about the consequences of the Brexit vote on the European Commission, Schinas replied it was not the EU executive who called the UK referendum.
“So the ones who must draw conclusions from this are the ones who called the referendum,” Schinas said.
A motion to sack Juncker?
EurActiv spoke to other diplomats from Eastern Europe, who didn’t go as far as calling for Juncker’s resignation.
But one admitted his country could join a motion to sack Juncker at a two-day EU summit opening in Brussels tomorrow (28 June) – “if there was such a motion”.
“The situation is changing by the hour. We need to send messages to our public that yes, we can change Brussels, so that it listens. There were many things done wrong and we must talk about that openly,” a diplomat from Central Europe told a group of journalists.
Juncker is blamed in particular for the harsh statements he made on Brexit – saying “out is out”  – and his push to start divorce negotiations immediately with the UK.
German Chancellor Angela Merkel sees things differently and appears in no rush to pressure UK Prime Minister David Cameron to trigger Article 50, which would open a two-year negotiation process to withdraw Britain from the EU.

Juncker: I am not a fan of referendums but ‘out is out’

European Commission President Jean-Claude Juncker has admitted he is “basically not a fan of referendums”, and ruled out further EU-UK negotiations, the day before Britons vote on whether to remain in or leave the bloc.
Asked about Juncker’s positions, the diplomat answered by saying his country backed the more moderate stance of Chancellor Merkel.
“Yes, the Commission has a responsibility in the outcome of the Brexit [referendum]. Yes, it has, it’s as simple as that,” the diplomat stressed.
He continued: “There are so many issues that frustrate people which are done by the Commission and which led to this outcome. But it’s not for me to comment whether [the solution] should be the resignation of the President, or if they would have to change their course of action. That’s for the leaders to talk about,” he said.
EU heads of state and government will discuss the Brexit aftermath tomorrow during a dinner with UK Prime Minister David Cameron. The next day, EU leaders will meet without Cameron to talk about the way ahead for the Union.
“There are quite a number of examples about the Commission not getting it right. The most visible example is the migration crisis of course. But there are other examples, if you want, we can send you a list. It will be a long list,” the diplomat continued.
“The Commission will have to change its habits. The gap is about what we do and what people thing we should be doing. It’s about closing the gap between the two. If you have a big gap, then you have huge populism. If you have a small one, then populism will be less attractive to the people,” he added." https://www.euractiv.com/section/future-eu/news/eus-juncker-under-pressure-to-resign-after-brexit-vote/

Half of the U.K.’s largest commercial property funds have suspended withdrawals as investors panic about values. Most large companies have frozen any investment projects; others have begun the process of moving out of Britain. The 13 percent fall in the pound, the lowest for 31 years, is the steepest since Britain was bounced out of the EU’s Exchange Rate Mechanism in 1992."* http://www.huffingtonpost.com/will-hutton/theresa-may-brexit_b_10943550.html
